China announces new exit-entry administration law and regulations

On 22 June the Chinese State Council published its new exit-entry regulations for foreigners, which cover visas, exit and entry, stays, residence, penalties and deportation. The new regulations become effective on 1 September.
They differ significantly from draft regulations which were released for public comment by the State Council on 3 May.
Individual agencies such as the Ministry of Public Security, Ministry of Foreign Affairs, Ministry of Human Resources and Social Security, and Ministry of Education are expected to issue implementing rules with further details. Moreover, there are significant rule variations among localities.
