Li Keqiang, faced with accusations of “selective and subjective” scrutiny of foreign companies, insists that they will be treated no differently from their domestic counterparts. At the ‘Summer Davos’ in Tianjin in early September, the Premier insisted that China would “keep policies on foreign capital stable” and “standardise the business environment to attract more foreign businesses and investment.” 
The pilot Free Trade Zone in Shanghai, supported by similar ventures in Guangdong province at Shenzhen, Guangzhou and Zhuhai, was heralded as the advent of liberalisation. But one year in, how far has it helped foreign business? Is free trade a reality in 2014 - or even a prospect? Where exactly do the sticking points lie?
We are pleased to welcome Mr Song Qinghui, an independent economist and respected media commentator in China and abroad, to explain the structure, objectives, plus-points and problems of the pilot zones, and to offer a comparison of the projects in Shanghai and Guangdong.

About the speaker
Song Qinghui is a well-known independent economist who provides specially commissioned editorial and commentary for media including Legal Weekly, Securities Daily and Time Weekly. He has numerous columns in domestic and foreign publications. From his impartial perspective, Mr Song has devoted many years to objective investigation and research into the major obstacles to China’s economic development and to project implementation and supervision. He provides independent advisory and opinion on top-level policy, concentrating his research on economic reform and regulation of the financial markets. His opinions on the former are frequently picked up on by the press, and are widely published and cited at home and abroad, thus focusing attention on the capital markets and management practices.
